Purpose and Needs Analysis

  1. To improve resources (books, CDs, computers).
  2. To enhance the effective utilization of existing resources.
  3. To improve learning environment of the Library.

Scope of Application

Staff and students gain benefit by effective utilization of resources for academic and research. Staff and students must comply with this policy when using the library resources of the college.

Policy Statement

The college procures books and CDs based on the needs and requirements of staff and students each semester. A considerable number of books/CDs are added each year for the benefit of all staff and students. Rules and regulations for borrowing and returning books and CDs are followed by the library to maximize the utilization of existing resources in a reliable manner. The library environment is maintained in such a way that is conducive for learning. Stock inventory is done every year for the verification of resources and its usage.

Procedures

  1. Procurement
    1. The Library will coordinate with departments and centres for the requirement of books, DVD/CDs, journals and magazines.
    2. The requirements will be checked with the availability of books in the library and accordingly a list of books will be compiled.
    3. The list will be sent to the Dean for approval and procurement as per college purchase policy.
  2. Borrowing
    1. Staff and students should register for borrowing the books
    2. Staff and students must present their valid card [student card /employee card] when borrowing materials. Borrowing must be done in person.
    3. Journals, magazines and newspapers cannot be borrowed by staff and students. They are for reading in the Library only.
    4. DVD/CDs can be borrowed for 2 working days.
    5. Books categorized as “Not for Issue or for Reference" can not be borrowed. They are for reading in the library.
    6. Other books can be borrowed as follows:
      1. Students can borrow up to three books for two weeks.
      2. Staff can borrow up to four books for a month.
      3. In case a book is needed by a staff/student and is already borrowed by someone, it can be reserved and will be issued on the priority as per reservation list.
    7. Borrowers will be held responsible for any mutilation [including defacement] found in library materials when returned. They must check and report any mutilation found before borrowing.
    8. External visitors/users [alumni & other outside researchers] are not allowed to take any material home. All materials they need are for library use only.
  3. Returning of Books

    1. Library users are held responsible for all materials charged to their names via the library automated system and date due slips.
    2. The borrowers must ensure that items checked out by them must be returned in time. Notice sent by the Library serve only as a reminder and non-receipt of the notice does not absolve anybody from penalties. All materials must be returned immediately when recalled. In case the date of return happens to be holiday, it should be returned on the next working day.
    3. Library users must report the loss of the material to the concerned Section staff.
    4. Library materials are considered to be on loan to users until they are properly checked in. Proper transaction must be recorded properly.
      3.5 At the end of each semester, all the borrowed books, CD/DVD are to be returned.
    5. If the material is not returned on time as mentioned above, the person is liable to penalties.
  4. Penalties
    If a person does not return the material borrowed by him/her on time, the following penalties will be applied:
    1. Borrower will be debarred from further borrowing until account is cleared.
    2. Lists (staff and students separately) of such borrowers are sent to departments for information and appropriate action. Such students will not be allowed to register.
    3. Penalties are applied as per College-By-Laws.
    4. Borrowers who lose material are liable to pay for its current cost [including binding cost if applicable] they have to replace the material with the current edition/issue or copy [preferably hard bound for books].
  5. Clearance
    The following are required to get library clearance:
    1. Staff who apply for leave, resignation or separation from the College;
    2. Students who apply for withdrawal from the College;
    3. Graduating students
  6. Inventory
    1. Stock Verification
      Stock verification of the books will be done once a year.
    2. Classification and Recording of New Books
      1. Once the book is received, it will be classified as per standard library coding scheme and a number is assigned to the book.
      2. SA sticker with accession number will be pasted on book and will be added to the system.
      3. This accession number will be used for borrowing and returning of the book.
      4. A magnetic strip for security covered by a sticker will be pasted inside a book.
      5. All necessary entry will be made in the system for stock and physical verification.
  7. Discipline
    Rules and Regulations:

    1. Any violation against the following rules and regulations will be dealt accordingly:
      1. Library users are not allowed to use ID of other patrons to gain library entry.
      2. Library users are expected to maintain silence at all times in the library premises.
      3. Eating (including chewing gum), sleeping, smoking, defacing library furniture, writing on the walls and tables, and other forms of misbehavior are prohibited. Vandalism, stealing and unauthorized use of any library material or property are major offenses and are therefore subjected to disciplinary measures as per College-By-Laws.
      4. Use of watch alarms, handphones / cellphones are not allowed in the library. These electronic gadgets should be switched off or in “silent mode” before entering the library.
      5. Courtesy to library personnel, other users and the guard on duty should always be maintained.
    2. Seats in the library may not be reserved.
    3. Bags, diskettes and/or external drives, blue prints, mechanical drawing board and case or parcel are not allowed to be brought into the library.
    4. Library users should not leave any valuables at the baggage counter. The library will not be held responsible for the loss of personal belongings of library users.
    5. BSecurity cameras are installed in the library to ensure safeguarding procedures.
    6. The library staff reserves the right to:
      1. ask users to leave the library if they are inappropriately dressed or are causing disturbance and;
      2. remove any book, file, bag, food, or any other personal belongings left on the reading tables.
